Free Agents
Free agents are individuals who have not been able to form a team of their own but are looking to participate in our Adult Sports Leagues. On occasion there are teams that are a player or two short, or there are individuals looking to join a team. That's where our Free Agent program comes in! If you are an individual looking for a team, contact Amanda Schwichtenberg at 414-604-4963 to register as a Free Agent. Your Free Agent contact information may be provided to teams that request it and it will also be made available at the manager’s meeting prior to the season. Joining the Free Agent List does not guarantee placement on a team.
Weather Policy
INDOOR SPORTS: In the event of severe weather conditions, officials and team managers are urged to listen closely to the radio/TV stations. Announcements may not specifically mention the Adult Sports Program, but may state “Activities of the West Allis-West Milwaukee Recreation Department have been cancelled” or something to that effect.
SCHOOL DAY CANCELLATIONS: If weather conditions cause West Allis-West Milwaukee School District to close or dismiss early, recreation programs will be cancelled as well. Participants and Managers may also call the Weather Cancellation line at 414-604-4900, option #2 after 4pm or their playing location listed on your schedules after 5:30pm for cancellations.
OUTDOOR SPORTS: In the event of inclement weather, call the Weather Cancellation line at 414-604-4900, option #2 after 4pm or their playing location listed on your schedules after 5:30pm for cancellations. If in doubt, officials should report and managers are urged to have at least the minimum number of players appear to avoid the possibility of a forfeit. Managers should pass this information on to their players.
5v5 Basketball Rules & Regulations
Policy Reminders: In addition to the West Allis-West Milwaukee Recreation & Community Services General Adult Sports Policies & Procedures, below are specific 5v5 Basketball League Rules to be followed.
Please read these rules and regulations carefully and share them with your partner. Ignorance
of the rules will not excuse you.
Alcoholic Beverages & Tobacco Products
In accordance with WAWM School Board Policy 9160, no alcoholic beverages or controlled substances be possessed, consumed or distributed on District premises. Smoking is not allowed. This includes fields, parks, gyms, buildings, parking lots on school district property. Failure to comply can result in dismissal from the league without a refund.
Player Eligibility
● Teams consist of a total of 5 players - 3 players on the court and 2 subs.
● A team found guilty of having an ineligible player in their line up will have had all games in which ineligible players forfeited to its opponents.
● A player may only register and play for one team per league night.
● All players and subs must be listed on the roster within the first three weeks of the season.
Suspensions
Suspensions are determined by the WAWM RCS Department. Suspended players may not register until tenure of suspension is completed. If already registered, said player cannot be an active participant nor he/she be on the bench or have any voice in running the team until such suspension is lifted.
Zero Tolerance Suspension Rule
● A manager/coach/sponsor/player ejected from a game by officials for unsportsmanlike conduct will be suspended from all activities conducted by the WAWM RCS Department. The final decision whether more disciplinary action is needed will be made by the Program Manager.
Dunking
No dunking is allowed, before, during or after games. If a player grabs the rim during play, a technical foul will be assessed. The opposing team will be awarded two points and possession. If the player grabs the rim before the game or in the first half, they will be ejected for the remainder of the game. If a player grabs the rim in the second half of the game, they will be ejected for the remainder of the game and the first half of the next game. If a player received two technical fouls for grabbing the rim, they will be suspended for the remainder of the season.
Roster Limit
● Teams are limited to a total of 12 players. 5 players on the court during play and 7 subs on the bench.
Grace Period
● A team may start a game with 4 players. A 5-minute grace period will be given if a team with less than 4 players knows that additional player(s) are arriving shortly. If players do not show after the grace period, the team will forfeit the game.
Borrowing Rule
● Upon signed mutual agreement, a team may borrow a player/players as necessary to avoid a forfeit. Borrowing can only be done from the opponent for the game. If more players from the borrowing team arrive later, players borrowed may return and play for their own team. The final score will count for league standings.
Forfeits
● Failure to have 4 players at the beginning of the game.
● Leaving the court in defiance of an official’s decision.
● Failure to leave the court/gym in a timely fashion as directed by an official.
● Forfeited by official due to conduct of player(s).
● Playing an ineligible player.
● Unsportsmanlike conduct by either one or both teams or players, with game rising to a level of travesty, in the opinion of the officials.
Schedules
● Schedules and standings will be posted on the league’s designated website.
● Schedules are subject to change
● The WAWM RCS Department reserves the right to change game locations and if needed to schedule games on alternate days if necessary for make-up games, playoffs and tournaments.
Tie-Breaker Procedures
There will be a three-pronged system to determine league winners:
● Head to Head Competition
● If there are ties, least amount of points allowed will be used as tie-breaker
● If all things still remain equal, then a coin toss will be administered by the Office – to determine league winner.
League Champions
A league winner will be determined by the overall record, unless an end of season tournament
is scheduled.
● Champions will have a choice of championship plaque, championship t-shirts or $50 discount towards registration for the future season.
Playing Rules
All games will be played according to the official National Federation H.S. Basketball Rules along with exceptions and interpretations as supplied by the West Allis-West Milwaukee Recreation & Community Services Department.
Game Clock
All games will be two (2) eighteen minute halves. Clock stops on whistles during the final 2 minutes of each half. The clock will not stop in the final 2 minutes of the 2nd half if a team is ahead by 20+ points. If overtime is
required, the first overtime period will be 5 minutes with the clock stopping on whistles during the final minute. If any other overtime periods are required, they will each be 3 minutes with the clock stopping on whistles during the final minute.
Timeouts
● Each team has two-30 second timeouts per half.
● Unused timeouts do NOT carry over from one period to the next.
● Each team shall receive one additional 30 second timeout for over time periods.
Fouls & Penalties
● A player is disqualified on their 5th foul.
● Team fouls carry over into the overtime periods.
○ Bonus is on the 7th team foul.
○ Double Bonus is on the 10th team foul.
● Technical and personal fouls will be assessed to an individual and will count towards that player’s personal fouls and/or toward a team’s bonus fouls.
Technical Fouls
● Award two free throws from any player on the offended team.
● Award possession of the ball
● All technical fouls count towards team fouls
● Any player that receives two technical fouls results in a ejection
● Administrative Technical Fouls include:
○ Delay of Game
○ Improper Substitution
○ Defense reaching over the plane of the throw-in area
○ Delay of returning to floor after timeouts or half time
○ Interfering with the ball and not allowing it to be readily available for a throw-in
○ Wrong number in scorebook and player not listed in scorebook after game starts
Team Conduct
A team member, coach, manager, or fan who is assessed two technical fouls for unsportsmanlike conduct is automatically ejected from the game, gym and league. The player must leave the gym immediately upon ejection. If the ejected player does not leave the gym in a reasonable amount of time, further action, as deemed appropriate by the referee may result, and could result in forfeiture of the game. The second such foul is automatically classified as a flagrant technical foul. This applies to unsportsmanlike fouls only. A technical foul issued for an administrative technical would not be counted as an unsportsmanlike foul. Dunking is considered as a flagrant unsportsmanlike technical foul (2 points and the ball out of bounds to the offended team and ejection of the player committing the dunk.)
Sign-In Sheet
All players present at the start of the game should sign the sign-in sheet. Only those individuals who are officially registered are eligible to play. Substitutes that arrive late may sign the sheet upon arrival. Nobody is allowed to sign in after the game is completed. Managers are responsible for this procedure and for seeing that only eligible players sign in. NO ONE MAY SIGN IN FOR ANOTHER PLAYER!
Officials
Two referees will be assigned to each game. In the event only one official is able to work, the game will go on with one official.
Injury
The WAWM RCS Department shall not be responsible for any injury, which may be incurred by players during official games. The WAWM RCS Department recommends that players be covered by some type of their own insurance.
Releases
● No player can join another team unless officially released by the manager of their original team.
● Players who are released are not eligible to play in any league games until officially added to the new team’s roster. No One May Be Released Over the Phone
Uniforms/Numbers
Each team is responsible for providing team jerseys/shirts. Jerseys must also be numbered accordingly. Tape on jersey/shirt is not acceptable. If teams do not bring their own numbered jerseys, the game will be considered a forfeit. If two teams have the same color of uniform, pinneys may be provided at the discretion of the referees and site supervisor.
Game Ball
Both teams are responsible for bringing a game ball with them to each game. The WAWM RCS Department may have balls on site that can be used if needed. Warm up balls will not be provided and teams may bring their own balls to warm up if they so choose.

Playing Rules
Game Clock
● Playing time is two 12-minute running halves
● Half time is 3 minutes
● Clock will stop only for:
○ Timeouts, except during the last 2 minutes of each half when the clock will operate in accordance with NFHS rules.
○ After a made basket during the last minute of the second half.
● Overtime
○ Ball possession is determined by a coin flip for each overtime period.
■ First OT - Two minutes, clock will stop in accordance to normal timing regulations.
■ Second OT - Sudden Death - Officials administer a jump ball and first team to score is declared the winner.
Timeouts
● Each team has two-60 second timeouts per half.
● Unused timeouts do NOT carry over from one period to the next.
● Each team shall receive one additional 60 second timeout for over time periods.
Fouls & Penalties
● A player is disqualified on their 5th foul.
● Team fouls carry over into the second half and overtime periods.
○ Bonus is on the 7th team foul, bonus is awarded for the remainder of the game.
○ Double Bonus is on the 10th team foul, a double bonus is awarded for the remainder of the game.
● Technical and personal fouls will be assessed to an individual and will count towards that player’s personal fouls and/or toward a team’s bonus fouls.
Free Throws
● Any shooting foul with a converted basket shall result in the basket being awarded along with one free throw.
○ Running Clock Free Throw Sequence
■ Clear the lane - all players beyond the 3-point arc
■ Free Throw Attempt Shot
■ “Automatic Possession” is awarded to the shooting team and regain possession of the ball for a throw-in
○ Stopped Clock Free Throw Sequence
■ During the last 2 minutes of each half and during any overtime period
■ All players line up in the free throw lane
■ “Live Rebounding” rules will be in effect (automatic possession no longer applies)
■ No player shall enter/leave a marked lane space or line until the free throw shooter has released the ball.
■ The free throw shooter may not break the vertical plane of the free throw line until the ball strikes the rim, flange or backboard.
Throw-In Area & Ball In/Out of Play
The game shall be played using the 3-point “check line.” The ball shall be returned to a point behind the check line after each change of possession as follows:
● After a made basket and all dead ball situations, the ball shall be placed in play from the top of the key “throw-in area.” The ball must be advanced into play by means of a pass to a teammate.
● Throw-In Area is defined as the space at the top of the key with a width no less than the free throw lane extension area and a depth no less than 5 feet from the top of the 3-point line.
○ Throw-In Violation: Offense fails to pass the ball in, results in dead ball & turnover
● After a turnover or defensive rebound, the ball may be returned to any point behind the check line. The player returning the ball behind the check line shall be in possession of the ball with BOTH feet behind the line. The ball does not have to pass behind the 3-point check line, only the player’s feet.
○ Check Line Violation: Offense fails to establish both feet behind the check line prior to attempting a shot, results in a dead ball & turnover.
● Once the ball is checked during a live ball, the player who returns the ball behind the check line may maintain possession and attempt to score.
Player Restrictions When Inbounding the Ball
● 5 Second Inbound Rule: Following a made basket or dead ball, the ball shall be put in play within five seconds from the time the ball is in the throw-in area, regardless of whether or not the inbounder has taken possession of the ball.
● Inbounder must stay within the designated throw-in area.
● Defense may not enter the throw-in area.
● Inbounder may not hand off the ball to a teammate
● Offensive team may not enter the lane to receive a pass or set a screen until their team takes possession of the ball at the throw-in area; they may cross and exit the lane to reposition themselves prior to the inbound pass
○ Offensive Team Throw-In Violation results in a loss of possession
○ Defensive Team Throw-In Violation results in a warning followed by a technical foul and loss of possession.
Substitutions
● Subs may be made after a basket, foul shot, stoppage of play and any time an official calls the player onto the court.
○ Illegal Subs: If a player enters the court without approval by an official, the team will receive a warning. All subsequent subs will result in a technical foul and loss of possession.
● Defensive team can only substitute after a made basket or free throw.
Technical Fouls

Team Roster
● No less than 10 or more than 20 players on a team roster.
○ A player may register and play on only one team per night, teams cannot share players. Teams found to be in violation of this rule will forfeit games in which the player in question participated.
○ Players must be 18 years of age or over and out of high school to participate in the league.
Forfeits
A team forfeiting a game for any of the reasons listed below must pay the forfeit fee by their next game or face possible exclusion from the league. A team with an unpaid forfeit fee at the end of the season will lose its renewal privileges for the following season unless the forfeit fee is paid before the renewal deadline.
● Failure to have eight (8) players at the beginning of the game.
● Leaving the field in defiance of an official's decision
● Playing an ineligible player
● Game forfeited by official due to conduct of player(s)
● Failure to leave the field/property in a timely manner as directed by an official/WAWM RCS Department.
Borrowing Rule
Upon agreement by the managers prior to the start of the game, a team may borrow a player(s) as necessary to avoid a forfeit. Borrowing is allowed if a team will not meet the minimum of 8 players to begin the game. A team may borrow enough players to field a team of 9 players. No team borrowing players may have a team of 10 players. If more players from the borrowing team arrive later, the borrowed players must exit the game. The final score will count for league standings.
Grace Period
Each team must have the minimum of eight (8) players to begin the game. A five minute grace period will be given if a team with less than 8 players knows additional players are arriving shortly. No game may begin earlier than the scheduled time unless both managers mutually agree to do so. No team can be credited with a forfeited game unless they don’t meet the minimum requirements as spelled out in this rule. If both teams have an insufficient number of players, the game shall be declared a double forfeit.
*Eligible players are those players who are in the general field area and ready to play. Those players still in the parking lot or in their cars are not considered eligible.
Uniforms
● Uniforms are optional.
● It is strongly recommended that the other leagues use soft rubber or molded cleats as well.

Game Ball
The WAWM RCS Department will provide a game ball and a playable ball for games. Teams will need to bring their own softballs for warm ups.
Inclement Weather
● Cancellation Information and Rescheduled Games
○ If you think your game may be canceled due to inclement weather, players/team managers may contact our Department’s weather cancellation line at 414-604-4900, press #2 after 4pm on the day of the scheduled game. If the weather line does not mention any cancellations, then you should assume that the scheduled game is on.
○ If poor weather conditions develop after 4pm and the WAWM RCS Department has not updated the weather line regarding cancellations for that date, teams should report to the game site if in doubt.
○ When questionable weather conditions arise after 4pm, the game official/Program Supervisor will make the decision if conditions are playable or not.
■ It is the Team Manager’s responsibility to remain at the game site with his/her team until the Department has officially canceled the game. Should a team leave the premises prior to an official decision, a forfeit may be assessed.
○ All canceled games will be rescheduled for play at the end of the regular season. If the season becomes too long due to the amount of reschedules, an alternate day of the week may be utilized to complete the season in a timely timeframe.
○ Be advised that rescheduled game information will be shared with Team Managers and posted online at wawmrec.com - Adult Sports Leagues.
Length of Game
● Official seven (7) inning games, but with a time limit.
● No new inning will start after fifty (55) minutes from the SCHEDULED starting time of the game.
● Tie games will continue until a winner is determined. Any extra innings will start with a runner on 2nd base. The player who made the last out from the inning prior will start on 2nd base.
● Umpire will keep the official score, and use his/her watch for the official timing of the game.
● Run Rule: 12 runs after 5 innings or 4 ½ if the home team is winning.
● Rain Shortened Games: Games will be official after 4 innings or 3 ½ innings if the home team is winning when the game is called.
Playing Rules
The WAWM RCS Department’s Adult Softball League follows the current edition of the Amateur Softball Association (ASA), except for the following adaptations by the WAWM RCS Department.
● Official Line Up: A team shall consist of ten (10) players. A team will not be permitted to start or continue a game with less than eight (8) players.
● Balls & Strikes: Men: Two (2) called strikes or one (1) swinging strike shall be an out; three (3) called balls constitute a walk. A strike mat will be used for all leagues. Any ball that lands on any part of home plate or mat will be considered a strike.
● Foul Balls: Any foul ball is an out for Men. A foul ball that is caught shall be played as in regular official softball - batter is out and base runners may advance at their own risk.
● Bench Rule: Only officially registered managers, coaches and players may be in the team's bench area or on the field of play. Violations will result in a forfeit.
○ Coaches must be registered on the team roster.
● Extra Hitter: Teams are allowed one (1) extra hitter in the line up for a maximum of 11 in the batting order. That player can sub defensively for any positional player at any time.
● Pitching Arc: 6ft minimum and 12ft maximum. The pitcher's foot must also remain in contact with the pitching plate through the release of the ball.
● Courtesy Runners: Teams will be allowed 1 courtesy runner per inning. The courtesy runner will be the last out from the current inning or the last out from the previous inning. In cases of injury, a courtesy runner will be allowed (the last out made). If the last out is already on base, then the last out from the previous
inning will become the courtesy runner. Anyone with limitations that would require a courtesy runner shall make it known to the umpire and opposing manager prior to the game.
● Home Run Limit: Teams are only permitted to hit 5 home runs per game. Any home run hit after 5, will be considered an out. Inside the park home runs do not count towards the home run limit.
Bats
We will utilize the banned bat list developed by USA Softball in its entirety. The USA Softball list incorporates both an approved bat list and a non-approved bat list that will dictate what will be allowed for play. Umpires
The WAWM RCS Department will assign one (1) umpire to each league game. The umpire shall be the official scorer and timekeeper for each game.
Protests
All protests must be in writing and emailed to the Program Manager within 24 hrs. Protests pertaining to an official’s judgment call will not be considered.
League Schedules, Standings and Awards
● The WAWM RCS Department has the sole responsibility of scheduling all league games based on location availability.
● Each player will have access to the league schedule via the WAWM RCS Department’s website. Team Managers will receive an email with the initial scheduled as well as schedule changes that may be shared with their teams.
● Games postponed due to weather, facility conflict, etc. will be rescheduled by the Adult Sports Program Manager.
● League standings will be determined by the following criteria:
○ Total number of games won and lost
○ Head to head competition
○ Least amount of points allowed
○ Coin toss by the Program Manager
League Champions
A league winner will be determined by the overall record, unless an end of season tournament is scheduled.
● Champions will have a choice of championship plaque, championship t-shirts or $50 discount towards registration for the future season.
Adult Volleyball Rules & Regulations
Adult Volleyball Rules and Regulations apply to all divisions of play unless otherwise noted. Current rules established by the WAWM RCS Department will apply in conjunction with the NFHS rule book, which will serve as the basis for final determination of rules and/or protests which cannot be clearly defined in the WAWM RCS Department modifications.
Please read these rules and regulations carefully and share them with your players. Ignorance of the rules will not excuse you. Take this copy of the Rules and Regulations with you to all games.
Team Roster
● No less than 4 or more than 12 players on a team roster.
○ A player may register and play on only one team per league, teams cannot share players. Teams found to be in violation of this rule will forfeit games in which the player in question participated.
EX. (Illegal Player): A player in Wednesday Women’s Gold (Competitive) League CANNOT play on another Wednesday Women’s Gold (Competitive) League.
EX. (Legal Player): A player in Wednesday Women’s Gold (Competitive) League CAN play in a Wednesday Women’s Silver (Recreational) League as long as they are on the roster prior to the game starting.
Player Eligibility
○ Players must be 18 years of age or over and out of high school to participate in the league
○ All players and subs must be listed on the team roster within the first three weeks of the season.
○ A team found guilty of having an ineligible player in their line up will have had all games in which ineligible players forfeited to its opponents.
Forfeits
● Failure to have four (4) players at the beginning of the game.
● Co-ed: The first game of a co-ed game can start with three males and two females, but the second game must start with three females. The team will forfeit the second and third game if they cannot field a team of three females and two males. A team may use more women than men.
● Leaving the court in defiance of an official's decision.
● Playing an ineligible player.
● Game forfeited by official due to conduct of player(s).
● Failure to leave the court/gym in a timely manner as directed by an official/WAWM RCS Department.
Grace Period
The first game of the match will be declared a forfeit after 5 minutes have expired beyond the scheduled game time. The second and third games of the match shall be declared forfeits after a 10 minute period has expired (after 15 minutes of the scheduled game time, all three games will be forfeited and the match awarded to the opposing team).
Sign-In Sheet
All players present at the start of the game should sign the sign-in sheet. Only those individuals who are officially registered are eligible to play. Substitutes that arrive late may sign the sheet upon arrival. Nobody is allowed to sign in after the game is completed. Managers are responsible for this procedure and for seeing that only eligible players sign the sign-in sheet. NO ONE MAY SIGN IN FOR ANOTHER PLAYER!
Game Ball
The WAWM RCS Department will provide a game ball for games. Teams will need to bring their own volleyballs for warm ups.
● Upon mutual agreement by the team managers, another ball provided by a team may be used as the game ball.
If any match should require more than the allotted fifty-five minutes of time, the teams for the following matches must be permitted a three minute warm-up period. If a game is finished early, the teams that were playing have the priority in usage of the remaining court time.
● There will be a three minute (optional) rest period between games. Failure to start immediately following the rest period may result in a forfeiture of that game.
● Time Limit - A fifty-five minute time limit for all league matches will apply for any matches. If during the fifty-five minute time limit the third game or any match is not completed, then the team that has fifteen points or more will be declared the winner of the game. If neither team has fifteen points or more, then the team that reaches fifteen points first will be declared the winner. Teams will alternate sides after each game.
● The National Federation Rule for substitutes and substitution will be utilized for the 2024-2025 volleyball season. The official will not govern this rule or a team may use a rotation system
● Any ball striking ropes of any basketball fixtures that are in the playing area will be played as follows: On a serve, it will be ruled a “side out.” Any ball striking the ceiling/overhead obstruction shall remain in play, provided the ball contacts the ceiling or obstruction on the side of the net of the hitting team, AND the ball is legally played by the same team. Any ball striking the ceiling or any obstruction NOT on the side of the net extended will be ruled side-out to the opponent. All serves will be ruled side-out if they strike the ceiling or any obstacles. These decisions will be left up to the official’s judgment.
Co-Ed League Rules
● Spiking (Hitting) will be allowed, unless in the official’s judgment, it becomes malicious or targeting a specific player.
● A female must hit the ball before the ball goes over the net, unless the ball is returned on the first hit.
Officials
An official will be furnished for all matches. If an official does not show, both teams must officiate the match themselves or use an agreed upon official. Games will be considered official and count towards league standings.
● The official is responsible for all decisions and all such decisions are final. However, teams have the right to protest said decisions in accordance with the WAWM RCS Department’s General League Rules and Regulations.

This includes fields, parks, gyms, buildings, parking lots on school district property. Failure to comply can result in dismissal from the league without a refund.
Player Eligibility
● Teams consist of 2 players, a sub may be used if a team member is not available that week. The two players from your team that start the first game, must play in all three games, teams cannot switch players each game.
● Teams may be a combination of men, women or co-ed.
Starting/Ending a Match
● The team listed as the home team will throw first in the first game. For the second and third game, the winning team will have a choice if they wish to throw first or second.
● We ask that teams show good sportsmanship to one another, and if another player wishes to use the same side of the board as you, that you please allow them to do so without argument or conflict.
Length of Match
● There is a 45 minute time limit on matches.
● A match consists of 3 games up to 21 points.
Playing Rules
● Games are played as a race to 21 - there is no win by 2, and no point deductions for going over 21. The first team to 21 points wins that game.
● Teams will play 3 games to 21 each match. A game win will count towards a win in the standings (i.e. 2 wins and a loss game will count as a 2-1 record).
● Players may not cross the foul line, which aligns with the front of the board. If a foot crosses the foul line, the toss will not count.
● 8 cornhole bags will all start on one side of the board. Teams will alternate throws between players on the side of the board.
● If a bag hits the ground before landing on the board, the bag shall be taken off the board before the next throw and not count towards the score.
● The team that scored last, throws first for the next round of throws.
● While the player of the other team throws, the opposing team shall not interfere with them (distracting/impeding the toss).
Scoring
● Scoring shall take place after all bags have been thrown for that round. Scoring is as follows:
○ 3 points for a bag that goes through the hole
○ 1 point for a bag on the board, hanging over the hole or on the edge of the board without touching the ground.
● Cancellation scoring will be used when totaling up the points for the round. The points of one team cancel out the points for the other. (i.e. Team A scores 9 points, Team B scores 4 points in the round; Team A is awarded 5 points to add to the total score of the game).
Reporting Scores
A scoresheet will be supplied to the home team for the match. It is the responsibility of both team managers to record/verify scores and turn the scoresheet into the WAWM RCS Department’s sports supervisor to be recorded for standings.

55+ Softball League - General 55+ League Rules
Section A - General Rules
1. Rules in the Official Senior Softball - USA Rulebook are to be used with the exception of rules stated in the WAWM RCS Department’s 55+ Softball League program.
2. Commitment line between 3rd and home plate is 30 feet from home plate.
3. No metal cleats.
4. No smoking or alcohol on school district property.
5. All softball bats are legal.
6. All players on roster must bat the whole game and play at least 3 innings of a 7 inning game, or 4
innings in a 9 inning game, in the field.
7. Five runs maximum per inning; however, in the last inning (and any extra innings) there is no limit
to the amount of runs that can be scored.
If there is a tie game at the end of regulation, one extra inning will be played. The International
8. Tiebreaker, where the last batter who made out in the previous inning will be placed at 2nd base
to the start the extra inning, will be enforced.
9. If there is a tie game after the one extra inning has been played, a “tie game” will be called and
the standings will reflect that result.
Section B - Player Conduct
1.Any player may be ejected, suspended or expelled from the league for unsportsmanlike conduct.
2. Any player refusing to leave the field after being ejected will be suspended for the remainder of
the season.
3.A purposely thrown bat is an automatic ejection.
4. Only the Team Manager or Assistant Team Manager may discuss disputed calls. Players
constantly arguing with the umpire may be ejected, suspended or expelled from the league.
5. Any player ejected from a game for arguing with the umpire will also be suspended for the
following game.
Section C - Player Substitutions
1. Subs must be rated either equivalent or below the rating of the player they are replacing on the
roster.
Example: If a team is missing a player rated a “6,” the manager can find a replacement that is rated 6 or below.
2. Subs can bat anywhere in the batting order.
3. If a player has to leave the game due to injury/illness, the player will be out of the game and their
spot in the batting order is skipped-over without an out being charged to the team. If the player
who left the game due to injury/illness later becomes able to rejoin the team, they will bat in their
normal spot in the batting order. If the same player has to leave the game more than once due to
injury/illness, they are considered permanently out and their spot in the batting order will be
skipped over, with no out charged.
Section D - Pitchers
1. The pitcher must start with one foot on the pitching rubber before pitching to the batter.
2. Unless the pitcher needs to be replaced due to injury/illness, the pitcher who begins pitching to a
hitter during a particular at-bat must complete pitching to that hitter.
3. Any pitch deemed by the umpire to be higher than 12' in arc will be considered to be a ball.
4. Any pitch deemed by the umpire to be lower than 6' in arc will be considered to be a ball.
5. It is the umpire’s discretion to declare a “Quick Pitch,” where it will be ruled to be “ no pitch.”
Section E - Batters
1. No Bunting allowed. Batters must take a full swing at the pitch.
2. Two strikes (any combination of swinging, foul or called) will be considered to be an out. Three
balls will be a walk.
Section F - Runners
1. Base runners must be in contact with the base they occupy until either the batter makes contact with the ball on a swing or the ball cross home plate on a missed swing by the batter.
2. Base stealing is not allowed.
3. Sliding into a base is prohibited; however, diving, lunging back to a base is allowed.
4. Runners interfering with a putout will be called out.
5. Runners interfering to prevent a double play will be called out. It’s the umpire’s discretion to call the other runner out if there appears to be a reasonable chance for a double play.
6. If there is a play at 2nd or 3rd base, the runner must try to avoid contact by running wide of the base. If the runner makes contact with the fielder while running wide, they will be called out; however, if the contact is deemed unintentional by the umpire the runner will not be called out.
7. When running wide, runners should attempt to run about 3-6 feet away from the base and opposite side of the throw.
8. If a runner has multiple offenses within the same game, the umpire has the right to call the runner out after an initial warning had been issued.
9. After running wide, players must touch their current base prior to advancing to their next base.
10. If a runner overruns a base and makes an attempt to advance to the new base, the runner may be tagged out.
11. When advancing past 3rd base, if the runner touches or crosses the commitment line, the runner must go home. Re-crossing the line is an automatic out. The play/ball continues to be live until the umpire calls time.
12. An extended line from home plate will be used for plays are home.
13. To score, any part of the runner’s foot must be on the ground touching any part of the home plate line before the fielder/catcher catches the ball while touching the strike mat or home plate.
14. Runners must run wide of the cone at home plate, if they do not they will be called out.
15. Runners can only be forced out at home, no tags.
Section G - Pinch Runner/Courtesy Runner
1. A pinch/courtesy runner may be used for a base runner at any time, but the same courtesy runner may not be used more than once per inning.
2. A player cannot be a pinch/courtesy runner if they need a pinch/courtesy runner themselves in the same inning.
3. A pinch/courtesy runner on base while their turn to bat will be called out. The runner will be removed from the base and will not be replaced. The pinch/courtesy runner will not lose their turn to bat. If this is the third out for the inning, the pinch/courtesy runner will be the first batter in the next inning.
5. If the manager and batter cannot agree on if a pinch/courtesy runner is needed for the batter, the batter’s desire to run for themselves will be the final decision.
Section H - Fielder
Fielders can be on the base only if they are making a play. Fielders on bases while not making a play could be called for obstruction - making contact, slowing a runner down - and the umpire will award the base to the runner and other bases if necessary.
Section I - Rainouts/Cancelled Games
1. The West Allis-West Milwaukee Recreation & Community Services Department will make all game play decisions when inclement weather or poor field conditions are of a concern. Every effort will be made to reschedule any games cancelled at a later date within the season and pending field availability.
2. Players/Team Managers may call the WAWM RCS Department’s weather related cancellation hotline at 414-604-4900, option 2. Team managers can contact their respective players to notify them of the cancellation if possible.
3. The umpire/WAWM RCS Dept. has the only authority to declare a game in progress a rain out due to inclement weather at any time.
Only Team Managers may approach the umpire and notify the umpire of a protest. The game will continue to be played. Team Manager will complete a protest form and submit to the Adult Sports Program Manager. Program Manager will review protest form and render a decision, which will be final.
In addition to these general 55+ Softball League Rules, each league may have additional rules that
apply to only that league. Please review below for additional specific league rules.
Monday Softball League Rules 55+ Co-Ed Social/Rec
1. Games are 7 innings
Section MA - Player Substitutions
1. If both teams have at least 11 players of their own players, both teams will play 11 in the field with a middle fielder.
2. If either team has only 10 of their own players, both teams play at most 10 in the field (no middle fielder) or upon agreement of both managers, the team with 11 players can agree to supply a catcher to the team with 10 players when that team is on defense. The player supplied from the opposing team must play catcher.
3. If any team has only 9 players, then the opposing team should supply a catcher to the team with only 9 players in the field. The player supplied from the opposing team must play catcher.
4. If any team cannot field a roster of 9 players (combined permanent or subs), the game will be considered a forfeit.
5. Substitute players are allowed only if a team has less than 11 players. A team manager can pick up subs from other teams in order to make a full roster of 11 players.
6. In Game Substitutions: If during the game, a player is injured and that team cannot then field a 10 player squad, the manager can obtain any available sub player provided the player being asked to sub and is rated either equivalent or below the rating of the player they are replacing. That player then assumes the same position with the batting order as the player they are replacing.
Section MB - Fielders
1. The defensive team will be composed of 5 designated infielders (P, SS, 1st, 2nd and 3rd),
4 designated outfielders (L, LC, RC, R), 1 middle fielder and 1 catcher.
2. Infielders must begin each play standing within the “infield” section of the diamond.
3. Outfielders must begin each play standing in the “outfield” grass.
Section MI - Rainouts/Cancelled Games
1. The umpire/WAWM RCS Dept. has the only authority to declare a game in progress a rain out due to inclement weather at any time. If a game is called while in progress, 4 complete innings of a 7-inning game will be considered a complete regulation game.

(A) General
1. Games are 9 innings with the exception of games that are part of any team’s double header.
Those games will only be 7 innings.
1. If any team has only 9 players, then the opposing team should supply a catcher to the team with only 9 players in the field. The player supplied from the opposing team must play catcher.
2. If any team cannot field a roster of 9 players (combined permanent or subs), the game will be considered a forfeit.
3. Substitute players are allowed only if a team has less than 10 players. A team manager can pick up subs from other teams in order to make a full roster of 10 players.
4. In Game Substitutions: If during the game, a player is injured and that team cannot then field a 10 player squad, the manager can obtain any available sub player provided the player being asked to sub and is rated either equivalent or below the rating of the player they are replacing.
